Conflict Boils Over La Paz Garbage Dump

Bolivia-Weekly, 07-September-2011: The municipalities of Achocalla, Mecapaca and Palca, in a mass meeting or cabildo yesterday gave the mayor of La Paz 48 hours to revoke "false" sub-mayoral districts of Zongo, Hampaturi and Mallasa in the South part of La Paz. The three protesting towns believe that the former three belong to their jurisdictions and are asking for respect of their "ancestral limits." They are also demanding that the Alpacoma garbage dump be moved.
The La Paz mayor, Luis Revilla, called these resolutions an aggression and assured that the protestors are simply trying to get free land and start land invasions. Other La Paz civic organizations met and decided to defend their territory from the cabildo decisions of the three municipalities. The protestors marched through central La Paz and then gathered in Plaza Humboldt.
After fiery speeches they approved a resolution of 11 points which included declaring the current and prior La Paz mayors to be enemies of the Murillo province and instigators of conflicts. This conflict has been simmering for ten years but worsened recently when leaders of the garbage dump community said that they don't want to be the La Paz dump anymore.
The governor of the La Paz department, César Cocarico, is trying to intervene and bring the two sides to a dialogue.
